DAM Fleet - Modern Canon

Scope and era

This document defines the mature, peak-era maritime capability of De'Endar Asset Management. It describes DAM after the development of its three Headquarters Fleets and is not a chronological account of the company's earlier navy.

The Nexus/Spearhead/Forge carrier system, Mach 1 rotary aircraft, advanced autonomous drones, mature Sea Dragon submarines, and other systems described here belong to the post-Industrial-War era. They must not be backdated into stories set during DAM's earlier merchant-fleet and armed-escort period.

The document describes standard organization and maximum mature capability. Individual deployments, escort numbers, cargoes, and aircraft loads can vary with maintenance, contracts, casualties, emergencies, and mission requirements.

Only permanent or routine Fleet capabilities belong here. DAM can transport almost anything a contract requires - including livestock, working animals, construction machinery, or agricultural stock - without those cargoes becoming part of the Fleet's standard complement.

The mature Fleet system

DAM eventually operates exactly three Headquarters Fleets:

Ruby and Emerald establish the true Headquarters Fleet model. Sapphire is subsequently converted and refitted to the same mature standard, becoming the third Headquarters Fleet. Ash De'Endar supervises much of Sapphire's conversion before returning to shore; he is capable of the work but does not enjoy permanent life at sea.

Once standardized, each Headquarters Fleet is built around the same core carrier triad and a layered escort force. They are not three identical collections down to the last hull, but each possesses the same essential capabilities and can serve as a self-sustaining mobile headquarters, industrial base, defended civilian city, and expeditionary force.

Emerald Fleet remains a DAM asset under Masdrin while he lives. Under Masdrin's succession plan, ownership and command of Emerald Fleet pass to Zeerdrin alongside sufficient economic interest in DAM to sustain it. This is a contingency intended to leave Zeerdrin independently wealthy and overwhelmingly capable of protecting Alta Roc and Shore if Masdrin dies; it does not displace Ash as DAM's controlling successor.

Corporate sovereignty and international standing

An active Headquarters Fleet is an internationally recognized corporate-sovereign entity. It is DAM territory in the limited legal sense established by the charters, contracts, maritime agreements, and accepted practice of recognizing states. It is not Emberstonian national territory and it is not simply an Emberstonian naval formation under a corporate name.

This recognition establishes what DAM is and what valid agreements authorize. It is not permission for DAM to act arbitrarily.

The 20-kilometre defensive perimeter

In international waters, an active Headquarters Fleet maintains a 20-kilometre threat-exclusion perimeter. The perimeter means that DAM will identify, warn, intercept, divert, disable, or destroy vessels and aircraft that present a credible threat to the Fleet.

The perimeter is not a claim that DAM owns the surrounding water. It exists primarily to protect Nexus and Forge, which contain large civilian populations and essential civilian infrastructure.

The perimeter follows four fixed rules:

  1. It applies to an active Ruby, Sapphire, or Emerald Headquarters Fleet, not every DAM vessel.
  2. It operates only where it does not conflict with recognized national sovereignty.
  3. It yields completely when a Fleet enters another nation's territorial waters; permission, contract, wartime authority, and that nation's law then govern.
  4. Presence inside the perimeter is not automatically an offence. DAM's use of force is based on threatening conduct, refusal of lawful safety directions, hostile identification, or an actual attack.

Civilian and military classifications

Nexus and Forge are not unprotected or demilitarized. Their civilian classification arises from their primary purposes and populations, not from an inability to defend them.

Command and operational authority

Masdrin holds final strategic authority over DAM and personally approves the planned movement of a Headquarters Fleet. Routine navigation within an approved operation, ordinary patrol decisions, tactical manoeuvres, and local defensive action remain under the Fleet Admiral and subordinate commanders.

Every Fleet Admiral possesses standing emergency authority to divert or deploy the Fleet immediately in response to a disaster, mass-casualty event, urgent rescue, or other genuine emergency. The Admiral reports upward afterward rather than waiting for permission while lives are being lost.

The Commander of DAM Strategic Forces coordinates the Headquarters Fleets, expeditionary forces, merchant protection, and strategic security support. Contract Zone governors command their own permanent local forces. Those forces do not become ordinary Fleet units merely because a Headquarters Fleet is operating nearby.

War powers and limits

DAM armed forces exist to defend the company, its people, its vessels, its assets, its clients, and its signed obligations. DAM may:

DAM cannot initiate an expansionist war for its own enrichment, permanently annex foreign land, or conquer territory on behalf of a host government. DAM may destroy or clear hostile positions that the host later occupies, but that blurred case is rare. Its preferred strategic identity is defender rather than aggressor: King Defender, not Kingmaker.

The core carrier triad

Every mature Headquarters Fleet is centred on Nexus, Spearhead, and Forge. The three carriers divide command, combat aviation, civilian life, logistics, and industrial production so that the loss or maintenance cycle of one function does not collapse every other function aboard a single hull.

Nexus - Headquarters Carrier

Nexus is the Fleet's administrative, command-and-control, logistical, trade, medical, residential, and emergency-relief centre. It is the closest thing in the Fleet to a capital city.

Its functions include:

Nexus carries a multinational population. Emberstonian civilians remain numerous, but DAM recruits throughout its Contract Zones and wherever it can find useful people. Employees, spouses, children, specialists, traders, and residents from many nations live aboard.

Nexus carries an internal rotary detachment for transport and localized defence:

Each Nexus also houses approximately 2,000 DAM Marines, discussed under Fleet personnel and ground deployment.

Spearhead - Fleet Aircraft Carrier

Spearhead is a true military aircraft carrier. It provides the Fleet's principal air-superiority, strike, close-support, heavy-lift, reconnaissance, and rapid-deployment capability.

Its routine mature air wing contains approximately 80 rotary aircraft:

STARAH is deliberately the largest routine share because DAM spends more time moving personnel, cargo, specialists, and supplies than conducting continuous high-intensity air combat. Spearhead can alter its load for a specific war or relief operation, but 35/25/40 is the standard planning ratio.

Spearhead and its air wing are military assets. If DAM attacks another navy or armed force, that enemy may retaliate against Spearhead without automatically bringing Emberstone into the conflict.

Forge - Manufacturing Carrier

Forge is the Fleet's mobile industrial base, repair yard, refinery, fabrication centre, and heavy logistical workshop.

Its capabilities include:

Forge contains a large civilian workforce and residential population. DAM and Emberstone therefore classify it as civilian infrastructure despite its obvious strategic value and its support for military operations.

Forge carries the same internal rotary detachment as Nexus:

Nightwing Armory rotary aircraft

Nightwing Armory produces the three rotary-aircraft families that define the mature Fleet's aviation system. They share Emberstonian flight-control, sensor, guidance, communications, and Amperion technologies while being optimized for different jobs.

All three are capable of Mach 1. SHARA can reach that speed in combat configuration; STARAH and SHTRAW can do so only while unladen. These are peak-era capabilities and do not apply to DAM's Industrial War aircraft.

SHARA - Stealth Heavy Attack Rotary Aircraft

SHARA is the dedicated combat aircraft and DAM's principal rotary-wing area-superiority platform. It is designed for air combat, close air support, armed reconnaissance, and the rapid destruction of hostile vehicles, aircraft, emplacements, and concentrations.

Its streamlined coaxial-rotor airframe sacrifices troop and cargo space for sealed ammunition compartments, weapon systems, sensors, protection, and the integrated jet system required for sustained high-speed performance. SHARA is intended to overmatch competing rotary aircraft and establish overwhelming local air superiority.

It is extremely capable but deliberately specialized. Outside combat, armed reconnaissance, and deterrent deployments, STARAH is usually the more useful aircraft.

SHTRAW - Super Hauler Tandem Rotor Aircraft

SHTRAW is the Fleet's heavy-lift aircraft. It transports troops, vehicles, machinery, aid, prefabricated modules, bulk cargo, and other outsized loads between ships and shore.

The standard logistics configuration prioritizes payload and is unarmed or minimally armed. War-zone variants can carry a chin turret and side-gunner positions with limited ammunition. These weapons are intended to suppress threats during delivery or extraction rather than turn SHTRAW into a gunship. Once unloaded, its speed allows it to leave the danger area rapidly.

STARAH - Stealth Tactical Armored Rotary Aircraft Hybrid

STARAH is the Fleet's preferred everyday aircraft because it combines protected transport, cargo movement, tactical support, reconnaissance, and useful firepower in one platform.

It can carry a squad, a compact cargo load, medical or relief supplies, or mission specialists while retaining enough armament to suppress hostile positions and destroy threats such as technicals approaching a checkpoint. Most DAM STARAHs carry lighter weapons and less ammunition than SHARA, preserving space and weight for people and cargo.

STARAH bridges the gap between SHARA's pure combat role and SHTRAW's heavy-hauling role. Its flexibility explains its 40 percent share of the routine Spearhead air wing and its frequent use during peacetime operations.

Escort and defensive composition

The carrier triad does not operate alone. Each Headquarters Fleet is surrounded by a layered force of capital ships, escorts, patrol craft, submarines, sensors, and autonomous systems. Exact hull numbers can vary, but every Fleet maintains the following functional elements.

Bulwark - Capital Dreadnought

Bulwark is the Fleet's heaviest surface combatant, primary naval deterrent, and major fire-support platform. It is designed to absorb attacks that would threaten the carrier triad and to return overwhelming conventional force.

Its mature systems include long-range energy weapons, mass drivers, defensive shielding, layered point defence, and EVM launch capacity. Bulwark carries a mixed tactical missile load so that it can engage both fast manoeuvring threats and hardened capital targets.

Shield and Blade - Destroyers and Frigates

The destroyers and frigates form the Fleet's immediate defensive screen and perform most routine combat work.

Their roles include:

They carry guided missiles, rapid-fire railguns, sensor arrays, and small autonomous drone complements. Many possess dedicated drone pads and automated servicing stations capable of recharging Amperion systems and replacing ammunition packs quickly. This distributed support keeps the perimeter network functioning while specialized drone carriers perform deeper missions.

Sentinels - Corvettes and Patrol Craft

Sentinels are the Fleet's smaller, fast surface vessels. They conduct close screening, identification, interception, reconnaissance, rescue, perimeter patrol, and pursuit of threats too small or too close to justify committing a major combatant.

Their speed and numbers make them the ordinary visible face of the 20-kilometre defensive perimeter.

Sea Dragon-class attack submarines

Sea Dragons provide submerged reconnaissance, anti-ship and anti-submarine warfare, covert observation, torpedo attack, and tactical missile strikes. They act as the Fleet's unseen outer screen and can operate independently when a contract requires discreet naval power.

Their conventional armament includes:

Sea Dragons carry no weapons of mass destruction.

Each boat carries roughly 100 dual-purpose Marines. Crew organization allows those Marines to detach for temporary ground operations without disabling the submarine's core operating functions.

The Sea Dragon class belongs to the mature era. D.A.M.S. Sea Dragon in the Industrial War period is an individually named merchant or surface vessel, not an early member of the later submarine class. The shared name does not currently establish a special lineage.

Argentavis - Drone-carrier submarine

Argentavis is a specialized Sea Dragon variant built around clandestine drone deployment and support. It sacrifices most of the parent class's missile capacity for hangars, control systems, servicing equipment, and drone storage.

Its larger rotary drones deploy through a broad upper hatch after Argentavis surfaces. The main hangar is floodable and purgeable, permitting controlled submergence and recovery procedures. Smaller autonomous drones can also be launched from torpedo tubes inside protective casings that separate at the surface.

Perimeter drones can return to servicing points on the submarine's sail for recharging and ammunition replacement. They can also use distributed servicing stations aboard Fleet escorts, allowing Argentavis to leave the immediate formation for deeper reconnaissance or deployment missions.

Argentavis retains limited torpedo capacity for self-defence and opportunity targets. It does not routinely carry EVM missiles; drone operations are its primary purpose.

Tactical weapons

Emberstone Vanguard Missile system

The Emberstone Vanguard Missile is DAM's principal heavy tactical guided weapon. Its standardized Total Guidance Package, also called the VINDICATOR Core, allows common guidance architecture to be adapted for maritime, aerial, and fixed targets.

EVMs are conventional theatre weapons. They are more powerful and longer-ranged than ordinary air-launched missiles but are neither intercontinental weapons nor weapons of mass destruction.

EVM-Light - Vanguard Swift-Strike Missile

EVM-Light prioritizes speed, manoeuvrability, and tactical reach. Its smaller warhead and aerodynamic design make it suitable for fast attack craft, patrol vessels, manoeuvring warships, and aircraft.

Sea Dragon submarines are major EVM-Light platforms, while Bulwark and suitable escorts also carry them.

EVM-Heavy - Vanguard Fortress-Breaker Missile

EVM-Heavy sacrifices some speed and range for a substantially larger conventional payload. It is intended for hardened coastal defences, fortified emplacements, bunkers, heavily armoured vessels, and damaged capital ships that require a decisive finishing strike.

Sea Dragons, Bulwark, and suitable surface combatants can deploy EVM-Heavy. A specially equipped SHTRAW can also deliver one through a parachute-and-sled system against hardened land targets. Such a delivery requires air superiority and combat escort because the hauling aircraft is vulnerable while positioning the weapon.

Torpedoes and conventional precision fire

Sea Dragons, Argentavis boats, and anti-submarine escorts carry conventional torpedoes suited to their roles. Fleet doctrine prefers precise conventional force against identified military targets. DAM does not conduct indiscriminate terror bombing and does not maintain chemical, nuclear, or equivalent mass-destruction weapons.

Layered Fleet defence

The mature Headquarters Fleet is designed to detect threats far enough away that no single defensive layer carries the entire burden.

Its defensive network includes:

Autonomous perimeter drones

Small autonomous drones continuously monitor the Fleet's immediate approaches and can rapidly engage threats such as hostile small craft, incoming torpedoes, exposed weapons, or critical propulsion systems.

Their integrated rapid-fire weapons use high-capacity bottom-loading magazines chambered for .43 NAP ammunition. Depleted Amperion-cored rounds allow the drones to penetrate light armour or disable vulnerable machinery without requiring a large missile. A last-resort explosive charge prevents capture and can be used for a final intercept when no safer option remains.

The drones are part of a supervised defensive network rather than a substitute for command judgment. Escorts and Argentavis boats provide distributed recharging, rearming, repair, and control support.

Amperion power

Amperion is the energy foundation of the mature Fleet. Its exceptional power density supports propulsion, manufacturing, aircraft, drones, shields, weapons, communications, and the ordinary needs of a floating city while allowing long deployments without conventional fuel logistics.

Refined Amperion fuel elements are inherently stable and can be handled like heavy metal components under ordinary controlled conditions. Amperion cannot be converted into a bomb and is not a concealed weapons-of-mass-destruction technology.

Amperion makes the Headquarters Fleets highly self-sufficient, but not magically independent of material reality. They still consume food, ammunition, spare material, medical stocks, and industrial feedstock. Forge, trade, recycling, local purchase, and ordinary replenishment keep prolonged deployments sustainable.

Communications, intelligence, and accountability

The Fleets use dedicated access to Emberstone's satellite network and national-grade encryption for navigation, intelligence, command, financial services, emergency communication, and contact with DAM's home office.

DAM-Link phones and tablets are common among employees and civilian residents. They provide communications, operational information, training, access to Emberstonian financial services, and the ability to record and report misconduct outside a compromised local chain of command. Their availability supports accountability because witnesses can communicate easily, not because DAM secretly monitors every device.

A person aboard a Fleet or inside a Contract Zone can also contact DAM's home office directly. Managers know that misconduct can reach Masdrin, the Inspector General, or independent investigators without passing through the officials being accused.

Fleet personnel and civilian life

Headquarters Fleets are inhabited communities rather than warships crewed only for a deployment. Nexus and Forge carry employees, contractors, specialists, traders, families, teachers, medical staff, industrial workers, support workers, and residents from Emberstone, Contract Zone nations, and elsewhere.

DAM recruits military and civilian personnel voluntarily. It does not conscript Contract Zone populations. Local recruits performing comparable work receive the same competitive rates as Emberstonian and other international personnel. When local recruitment cannot fill a requirement, DAM imports professional workers or soldiers rather than compelling residents into service.

Every DAM employee receives a DAM Passport by default, including armed personnel and civilian workers. Civilian residents of Contract Zones may apply for one. The passport facilitates travel through DAM's system but does not override national law, guarantee entry or residence, or carry weapons rights from one jurisdiction into another.

Fleet Marines

Nexus carries approximately 2,000 Marines. During ordinary travel, many perform useful secondary work aboard ship while remaining organized and equipped for rapid deployment.

Fleet Marines:

Sea Dragon Marines perform the same general expeditionary role at smaller scale. Contract Zone forces remain under their Governors and are legally and operationally distinct from the Fleet's central Marines.

Shore deployment and modular infrastructure

Nexus stores and stages relief supplies, personnel, vehicles, and deployable infrastructure. Forge manufactures, repairs, and replenishes the modules. Spearhead and the escort force secure the operating area, while SHTRAW aircraft and surface transport move the required material ashore.

The mature Fleet can rapidly establish a temporary functioning foothold with combinations of:

These modules are immediate operational tools, not the finished Contract Zone. They stop urgent failures, support personnel, and permit work to begin while DAM constructs permanent infrastructure appropriate to the contract and local environment.

Routine Contract Zone government, taxation, retail policy, agriculture, education systems, housing allocation, and long-term economic development belong to separate DAM and Contract Zone canon. The Fleet article is concerned only with the physical capability to deliver and support the opening phase.

Mission cargo can include locally appropriate livestock or working animals. Such animals are imported when useful and are no more a permanent part of the Fleet than construction vehicles or seedstock carried for one contract.

Smaller DAM fleets and detached formations

Ruby, Sapphire, and Emerald are DAM's only Headquarters Fleets, but they are not its only maritime forces.

DAM also operates smaller escort, patrol, trade-protection, anti-piracy, rescue, merchant-support, and contract-security formations. Their composition varies. A substantial detached group may include a submarine and a destroyer or light-cruiser flagship, while smaller jobs may use patrol craft, escorts, merchant vessels, aircraft, or locally based forces.

These formations protect trade lanes, escort shipping, hunt pirates, respond to disasters, and fulfil defence contracts without moving an entire floating megacity. Planned movement of a Headquarters Fleet requires Masdrin because it is an exceptional strategic act; ordinary smaller deployments fall within delegated military and commercial authority.

A detached group remains protected DAM property and may defend itself. It does not automatically become a corporate-sovereign Headquarters Fleet, generate a 20-kilometre perimeter, or receive the Nexus/Forge Emberstonian guarantee.

Mature strategic position

The mature overall military ranking is:

  1. REAF;
  2. DAM;
  3. Felderia;
  4. The Barra D'aron; and
  5. Reika.

This is an overall mature-era ranking, not a claim that DAM wins every category. The REAF remains the stronger complete national force. DAM's advantage over the forces below it comes from the combination of mobile aviation, protected civilian-industrial capacity, submarines, logistics, contract access, global recruitment, and the ability to sustain operations far from Emberstone.

A Headquarters Fleet is designed to establish overwhelming local air and naval superiority inside its operational sphere. It does not possess unquestioned global dominance, unlimited numbers, or freedom from political and legal consequences.
