📜 Emberstone Charter of Rights and Freedoms

*“These rights are not handed down by gods, nor owed to you by birth.

They are granted by King Masdrin himself, because he believes that free people deserve the same freedoms he enjoys—within reason. You have them because he promised. You keep them because he stands watch.”*

This Charter was not written in rebellion, nor forced upon the Crown. It was declared willingly by King Masdrin as a personal pledge to the people of Emberstone. It does not restrict his power—it reflects his values.

In Emberstone, rights are not theoretical. They are actively protected, taught to every citizen, and enforced by law. And no right may be used to strip another person of their own.

• No person shall be detained, harmed, or deprived of freedom without just cause and lawful process.
• You may live, work, and act freely, so long as your actions do not harm others or violate Emberstone law.

• You are free to express your opinions, beliefs, and criticisms—even if unpopular or controversial.
• You are free to dislike or oppose groups or ideas. Hate is an emotion, and emotions cannot be regulated.
• However, calls to violence, suppression, or incitement are not protected. Inciting others to harm or oppress is a crime.
• The government will not silence you—but it will not shield you from the personal consequences of your words.

• No person shall be forced to abandon their language, traditions, or cultural identity.
• Emberstone is a pluralistic nation that recognizes all peaceful customs and heritages.

• Your home and possessions are protected from intrusion or seizure without lawful cause.
• Unwarranted surveillance is a violation of this Charter.

• Journalists and investigators may report, critique, and publish truthfully without censorship.
• Institutions such as *Lacey’s Lantern* are protected and recognized as vital to a free society.

• Citizens may travel, settle, and work freely within Emberstone’s territory.
• No guild, house, or noble may bar you from entry, residence, or lawful trade.

• All citizens are entitled to public education, trade instruction, and legal literacy.
• Scientific research and inquiry are protected under Emberstonian law.

• You are presumed innocent until proven guilty.
• You have the right to due process, legal defense, public hearing, and appeal.
• No one is above the law—and no one is beneath its protection.

• Punishment must be proportionate to the offense.
• Torture, public degradation, or extreme penalties are forbidden.

• Every citizen may own and train with weapons equal in class to those issued by Emberstone’s military.
• Upon completion of mandatory service, you retain your issued Raptor sidearm and Talon rifle and are now able to buy and own weapon systems and materiel you qualify with.
• Advanced weapons are legal with proper licensing and regulation.

• Citizens may form or join well-regulated militias for community defense, bounty enforcement, or civil aid.
• Militias must comply with Emberstone’s laws, operate transparently, and act in defense of citizens—not ideology.

• All citizens serve a two-year term in national service—military or civil—upon reaching maturity.
• No citizen is deployed into combat during this term unless they voluntarily enlist beyond their service.
• Training includes:
  • Weapons safety and civic law
  • Life skills with military and civilian relevance
  • Defense, engineering, logistics, medicine, and more

• You may intervene in a violent crime or imminent threat if:
  • You have evidence or direct observation of the danger
  • You use only the force necessary
  • You document or can verify your actions afterward
• If your actions escalate a situation or lead to unnecessary harm, you are responsible under the law.
• You are expected to protect life—not provoke death.

• Emberstonians are not required to intervene in danger—but it is considered a cultural duty to do so when capable.
• You are expected to act with restraint, wisdom, and awareness of the law.

• All adult citizens may vote in national and regional elections for non-sovereign positions.
• Citizens may run for civic offices such as Prime Minister, regional governors, and councils.

The Crown is not elected.

Masdrin rules by sovereign right and personal pledge—not by vote. He was the one who created the Charter, and he is the one who enforces it.

• The Prime Minister, chosen initially by Masdrin, oversees the day-to-day governance and administration of the state.
• King Masdrin protects the kingdom from internal and external threats, commanding the military directly.
• Emberstone does not maintain an official intelligence agency.

• Every registered citizen of Emberstone shall receive a monthly stipend, equally distributed and funded from the nation’s trade profits, resource revenues, and economic surplus.
• This stipend ensures that all citizens have the means to live with dignity and independence—with shelter, food, and the freedom to make their own choices.
• This right is not based on income, class, or profession. It is granted equally to all Emberstonians as a guaranteed share of the nation’s success.

• You may not use your rights to:
  • Harm, incite, or suppress others
  • Commit or promote violence, coercion, or oppression
  • Disrupt civil order or undermine Emberstone’s foundation
• Violating these boundaries may result in criminal charges and temporary suspension of your rights pending trial.

• This Charter is enforced by:
  • The Royal Courts
  • The Office of the Civil Guard
  • The Lantern Watch, as an independent civic institution
• This Charter may only be amended by King Masdrin.

It is his personal promise to the people of Emberstone, and only he may revise or revoke it.
