Chapter 1 is an **ALL HANDS** chapter. It must work for a person who has a job, a person who has joined an armed service, a resident who has neither, and a DAM citizen arriving without another country to receive them.

==== Voice rules ====

  - Sound like an experienced senior officer explaining the service to someone who has just joined it.
  - Remain a written field manual. Do not imitate a screenplay, film transcript, drill-sergeant performance, or named memoir.
  - Treat the reader as part of DAM from the first paragraph. Do not continually describe DAM people as //them// to a reader who is now one of us.
  - Use calm confidence and experience. The voice may be dry, blunt, or paternal, but it must remain useful.
  - Tell the reader where our moral and institutional lines are. Do not merely list offices and forms.
  - Use plain language. Explain legal terms when first used.
  - Prefer a procedure, example, or check over an institutional essay.
  - State honestly when a rule is local rather than universal.
  - Never collapse DAM, Emberstone, REAF, a host nation, a Contract Zone, or The Barra D'aron into one institution.
  - Do not disclose, hint at, or make jokes about clandestine operations by The Barra D'aron.
  - Do not invent a DAM motto.

==== Standard information labels ====

The manual uses a limited set of repeated labels:

  - **ACTION:** What you do now.
  - **CHECK:** What you confirm before acting.
  - **RIGHT:** What DAM owes you.
  - **DUTY:** What you owe DAM or the jurisdiction governing you.
  - **WARNING:** A mistake likely to cause death, injury, arrest, loss of status, or serious harm.
  - **LOCAL RULE:** A matter controlled by the current Fleet, Contract Zone, host nation, destination, or service supplement.
  - **REPORT:** Who must be told and what information or evidence should be preserved.
  - **SERVICE INSERT:** Material applying only to armed personnel.

==== Pilot chapter pattern ====

Every chapter should normally contain:

  - chapter purpose and reader lanes;
  - an opening explanation in the unnamed senior-officer voice;
  - numbered procedures stating what the reader does;
  - the responsible authority, document, office, channel, or DAM-Link function;
  - a clear distinction between universal policy and local procedure;
  - a failure route for when the normal system does not work;
  - short **What You Need to Know** boxes for legal or jurisdictional distinctions;
  - common mistakes described from experience;
  - an end-of-chapter action summary; and
  - a one-page field check where the subject supports one.

==== Local supplement rule ====

FM 85-46 states the universal rule. A current local supplement supplies changing information, including:

  - boundaries and current jurisdiction;
  - contact channels and office locations;
  - emergency signals, muster points, shelters, and evacuation routes;
  - medical, housing, food, pay, mail, and transport access;
  - arms, curfew, customs, border, and public-conduct rules;
  - local hazards and restricted areas;
  - currency options and approved exchanges;
  - current handback, lockdown, or emergency instructions; and
  - the date and revision number proving that the supplement is current.

No chapter may invent one universal local rule merely to avoid directing the reader to the proper supplement.

==== Revised drafting and testing cycle ====

The pilot controls the production method:

  - **Settle the chapter's canon.** Separate fixed rules, local variation, deliberate omissions, and genuine open decisions.
  - **Draft the chapter and field page together.** The field page may only summarize approved chapter text.
  - **Freeze the draft for testing.** A simulated reader receives only the text a real reader would possess.
  - **Ask practical questions.** Every answer must be found in the text or deliberately routed to an identified local source.
  - **Record failures.** Flag missing information, ambiguity, reliance on outside lore, status confusion, and universal/local confusion.
  - **Repair the text.** Do not explain the gap to the simulated reader; put the answer or route into the manual.
  - **Rerun the audit.** Lock the pattern only when each intended reader can use it.

This revised method supersedes the older blueprint instruction to write Chapter 1 last. Chapter 1 is now the pilot because it forces the manual's canon, voice, procedure, field page, and testing method into one small package before the same mistake can be repeated across the full manual.

===== 2. Chapter 1 Canon Pass — EDITORIAL =====

==== Chapter objective ====

At the end of Chapter 1, every reader must be able to determine:

  - what status or statuses they currently hold;
  - whether they are on an HQ Fleet, inside a Contract Zone, or under ordinary national jurisdiction;
  - which current local supplement they need;
  - who their immediate authority or contact is;
  - how to reach someone outside that ordinary chain;
  - where to obtain medical care, shelter, food, pay access, communications, mail, and emergency transport;
  - which local arms, curfew, border, and public-conduct rules require immediate attention;
  - where and when they muster in an emergency;
  - what documents and essential personal items they must keep ready; and
  - how to verify information before acting on fear, anger, or rumour.

Chapter 1 does not need to teach the history, full legal hierarchy, corporate structure, war powers, or detailed emergency procedure. It must tell the reader where those answers come from and what to do today.

==== Locked identity and status rules ====

  - Every DAM employee receives a DAM Passport by default.
  - A Contract Zone civilian who is not a DAM employee may apply for a DAM Passport.
  - Receipt of a DAM Passport makes the holder a **DAM citizen**.
  - DAM citizenship may coexist with citizenship in Emberstone, a host nation, an allied nation, or another state. A DAM Passport does not automatically erase another citizenship.
  - A Contract Zone resident without a DAM Passport is not automatically a DAM citizen or employee. The resident still receives the rights DAM law provides within DAM jurisdiction.
  - Some DAM citizens possess no other citizenship. DAM gives them a sovereign home anchor through the Headquarters Fleets and will provide temporary housing when necessary before assignment or resettlement.
  - Temporary refuge aboard an HQ Fleet does not create a permanent private berth unless the person is stationed there under the applicable housing rules.
  - A DAM Passport facilitates identity, protection, travel, posting, and access to DAM systems. Recognition by foreign nations varies.
  - A DAM Passport does not create immunity from genuine crimes, override destination law, guarantee entry, or grant permanent settlement in a host nation.
  - Permanent settlement normally requires the host nation's immigration process. Montavia's DAM-Passport residence arrangement is an exception, not the universal rule.

==== Locked jurisdiction rules ====

  - An active Ruby, Sapphire, or Emerald Headquarters Fleet is permanent mobile DAM sovereign territory.
  - A Contract Zone remains host-national land under exclusive DAM control for the contract term.
  - Outside an HQ Fleet or Contract Zone, the ordinary law of the nation or waters where the person is located applies unless a recognized agreement or wartime authority provides otherwise.
  - A person must know where they are before deciding which law, authority, arms rule, or emergency procedure controls.
  - FM 85-46 provides universal guidance. The current Fleet, Zone, service, or destination supplement provides the variable local details.

==== Locked first-day protections and duties ====

  - DAM does not use slavery or forced labour.
  - DAM does not use worthless company scrip to trap workers. Foreign-zone wages default to Emberstone currency, with stable local currency available where approved and chosen.
  - Every person under DAM authority must have an ordinary route to necessary services and a route for reporting when the ordinary chain is compromised.
  - The reader must follow lawful rules and orders, know the law of a destination, keep required records current, and avoid acting on unverified alerts or rumours.
  - A DAM citizen acting lawfully may expect DAM to contest an unjust seizure or unlawful abuse through diplomatic, legal, economic, and, where authorized, military means.
  - DAM citizenship does not protect a person from investigation or lawful punishment for an actual offence.
  - A person confronted by questionable outside authority should identify themselves, preserve what information they safely can, and get word to DAM. The manual does not teach the reader to turn a jurisdictional dispute into an unnecessary shootout.
  - Complaints may go through the ordinary supervisor or local office, an Inspector General route, DAM-Link, the Home Office, or direct correspondence addressed to //Masdrin, Mistwood, Emberstone//.
  - No public manual identifies the clandestine investigators or methods that may exist outside DAM's visible chain.

==== Locked mail and posting function ====

  - Every DAM citizen or employee has an assigned Headquarters Fleet that acts as the stable mail and administrative anchor while postings change.
  - DAM's internal mail system can exchange mail with participating national and local postal systems.
  - Mail addressed through the assigned HQ Fleet can be routed to the person's current posting.
  - A sender who knows the current Contract Zone or posting may add it below the HQ Fleet address. DAM may route the item directly when the transport network permits.
  - The assigned HQ Fleet remains the stable anchor even when the person lives temporarily in Montavia, Marenga, another Contract Zone, or a detached posting.
  - The formal term **Fleet of Record** remains an editorial candidate. The function is canon; the label has not yet been explicitly adopted.

==== Canon captured now but routed to later chapters ====

The recent war and loyalty decisions are binding canon but do not belong in the first-day chapter:

  - When Emberstone goes to war, DAM joins Emberstone once authorized and coordinated with the national war command. DAM does not treat that service as an ordinary profit-making combat contract billed to Emberstone.
  - If a person's other home nation is at war and DAM is participating on its side, the person may request assignment to that theatre.
  - If DAM is not participating, the person may request leave to serve in their national military, and their place with DAM waits for their return.
  - FM 85-46 does not raise the hypothetical of DAM fighting the reader's home nation. A person who chooses to fight DAM has chosen to leave DAM; the welcoming manual does not manufacture that identity crisis for every recruit.
  - Allies may request DAM intervention but cannot command DAM. DAM may accept or refuse participation according to its Charter, obligations, ethics, and politics.
  - DAM may establish alliance control of contested shipping lanes against a recognized wartime belligerent without claiming ownership of the sea or interfering arbitrarily with neutral shipping.
  - DAM generally prefers warning, politics, and contracts. If an armed force chooses to attack after warning, DAM uses controlled, overwhelming force to end that force's ability to continue and stops when the threat stops.

These points belong primarily in Chapters 19 and 20 and their service inserts.

==== Deliberately local or unspecified details ====

Chapter 1 must not invent universal answers for:

  - the name or floor plan of every intake, passport, residence, or personnel office;
  - form numbers;
  - one universal siren, radio channel, muster point, shelter, or evacuation route;
  - one universal arms-carry rule;
  - one universal curfew;
  - one permanent list of items for every climate and operating environment; or
  - one permanent posting or housing entitlement beyond the protections already established.

The local supplement or service order supplies these details.

==== Material excluded from Chapter 1 ====

  - Detailed DAM history or ownership structure.
  - Fleet composition, weapons, aircraft ratios, and orders of battle.
  - The full legal hierarchy, court system, and rules of war.
  - Contract economics and the host nation's five-percent share.
  - Clandestine operations, personnel, access, or methods of The Barra D'aron.
  - Hypothetical conflicts designed only to make the reader question whether they belong.
  - A DAM-wide motto.

===== 3. Chapter 1 Pilot — MANUAL TEXT =====

==== Chapter 1 — Your First Day Under DAM Authority ====

**Reader lane:** ALL HANDS  
**Purpose:** Establish your status, jurisdiction, essential services, authority, reporting route, and emergency footing before you begin ordinary work or movement.

You may have come to us from Emberstone, a host nation, an existing Contract Zone, or a place whose government no longer admits that you belong to it. You may have joined because you knew our reputation. You may have joined because we were the first people who offered you wages instead of chains.

The reason you came is yours. What matters on your first day is that you are now one of us.

That means something on both sides. We do not own people. We do not use slaves or forced labour. We do not pay you in worthless paper that only our own stores will accept. We do not expect you to survive by guessing where the doctor, shelter, food, pay office, or evacuation route might be. We protect our people when they are acting within the law, and we provide a route around an ordinary chain that has stopped doing its job.

In return, we expect you to learn where you are, what status you hold, whose rules apply, who may direct you, and what you must do when normal life stops being normal. Do that first. There will be time to learn the rest of DAM after you know how to get through today.

=== 1. Place yourself before you act ===

**ACTION:** Identify which of the following describes your present location:

  - aboard the Ruby, Sapphire, or Emerald Headquarters Fleet;
  - inside a marked DAM Contract Zone;
  - at a detached DAM worksite, vessel, convoy, or office outside those jurisdictions; or
  - in ordinary foreign or host-national territory.

**CHECK:** Find the boundary map, arrival notice, or current local supplement that confirms your answer. A DAM sign, uniform, vehicle, or shop does not by itself make the surrounding land DAM jurisdiction.

**WHAT YOU NEED TO KNOW — LOCATION CHANGES THE RULE**

An HQ Fleet is DAM sovereign territory. A Contract Zone is host-national land placed under DAM control for a fixed contract term. Outside those places, the law of the nation where you are located ordinarily governs you. The same person may cross all three kinds of jurisdiction in one day.

**WARNING:** Do not assume that an arms permission, curfew exemption, vehicle rule, or public-conduct rule follows you across a border.

=== 2. Confirm who you are to DAM ===

You may hold more than one status. On your first day, have the responsible intake official, supervisor, unit leader, or residence contact confirm every status that applies:

  - civilian employee;
  - armed-service member;
  - contractor;
  - dependant;
  - Contract Zone resident;
  - DAM Passport holder and citizen;
  - citizen of Emberstone, the host nation, or another nation; or
  - a DAM citizen with no other citizenship.

**ACTION:** Check the spelling of your name, your current status, your assigned HQ Fleet, your posting, and your contact information. Correct errors while you are standing in front of someone who can record the correction.

**ACTION:** Collect or activate every document required for your status. Depending on that status, this may include your DAM Passport, work credential, service identification, residence record, host-national identification, travel clearance, or arms authorization.

**WHAT YOU NEED TO KNOW — THE PASSPORT**

Every DAM employee receives a DAM Passport by default. A civilian Contract Zone resident may apply for one. When you receive a DAM Passport, you become a DAM citizen.

That citizenship does not erase another citizenship you hold. It also does not erase local law, guarantee admission to every nation, or make you immune from punishment for an actual crime. It tells DAM and recognizing governments who you are, gives you access to DAM systems appropriate to your status, and places you under DAM's protection when you are acting within the law.

**RIGHT:** If an authority acts against you without lawful grounds, DAM will contest it. That may begin with records, lawyers, diplomats, or economic pressure. In an appropriate case it may go further. If you committed an actual offence, we will not manufacture innocence for you.

=== 3. Record your stable mail anchor and current posting ===

Your job or residence may move. Your mail must still be able to find you.

**ACTION:** Record the Headquarters Fleet assigned to you as your permanent DAM mail and administrative anchor. Then record your current Contract Zone, vessel, unit, worksite, or residence separately.

A basic address uses:

  *your name*  
  *DAM Ruby, Sapphire, or Emerald Headquarters Fleet*  
  *current Contract Zone or posting, when known*

DAM mail routes through the assigned HQ Fleet and can be forwarded to your current posting. Where a national postal system connects with ours, mail may enter or leave through a participating port, Contract Zone, or other exchange point. If a package is already travelling toward your current posting, the system may send it there without making it visit the HQ Fleet first.

**CHECK:** Make sure the people most likely to write to you know the correct HQ Fleet. Update your current posting when you move; do not ask your family to guess which country contains you this month.

**WHAT YOU NEED TO KNOW — AN ADDRESS IS NOT A PERMANENT CABIN**

If DAM is your only citizenship and you have nowhere safe to return to, DAM will arrange temporary housing, often aboard an HQ Fleet or in an available Contract Zone. That housing is a bridge to your next posting or lawful resettlement. A cabin or berth remains yours permanently only when your posting and housing record say that it does.

=== 4. Obtain the current local supplement ===

FM 85-46 tells you what is true across DAM. It cannot tell you which pier is closed today or where a Springfish resident must shelter during this month's storm season.

**ACTION:** Download, collect, or inspect the current supplement for your Fleet, Contract Zone, service, and destination. Confirm its date and revision number.

Your local supplement must tell you where to find:

  - medical care and emergency assistance;
  - assigned housing or temporary shelter;
  - food, water, and ration issue;
  - pay and banking access;
  - mail and communications;
  - your muster point, shelter, and evacuation route;
  - local arms, curfew, customs, border, and conduct rules;
  - restricted or hazardous areas; and
  - the reporting channels currently in service.

**WHEN THE NORMAL PROCESS FAILS:** If DAM-Link is unavailable, use the posted physical copy, official notice board, designated radio channel, intake point, unit office, residence contact, or other method named in the last verified supplement. A dead screen does not suspend the rules or erase the chain of authority.

=== 5. Learn one chain and one route around it ===

You need to know who normally handles your problem. You also need to know what to do if that person is the problem.

**ACTION:** Record your immediate supervisor, unit leader, intake official, or residence contact. Record the next authority above that person.

**ACTION:** Record one independent reporting route. Depending on your location, this may be the Inspector General channel, DAM-Link complaint function, Home Office contact, or another protected route printed in the local supplement.

**REPORT:** A useful report states who you are, where you are, what happened, when it happened, who was present, what immediate danger remains, and what evidence exists. Preserve documents, messages, photographs, witness names, and medical records when it is safe to do so.

If the local hierarchy appears compromised and ordinary reporting fails, correspondence addressed simply to:

  //Masdrin//  
  //Mistwood, Emberstone//

will reach the Home Office for review and escalation.

**WARNING:** An independent route is not a toy for avoiding every supervisor who tells you something you dislike. It exists because corruption, coercion, and failure become much more dangerous when the people responsible can control every complaint about themselves.

=== 6. Locate the things that keep ordinary trouble small ===

Before your first day ends, physically locate or verify access to:

  - medical care;
  - your bed or assigned shelter;
  - food and safe water;
  - sanitation;
  - pay or banking access, if you are employed;
  - a working communication method;
  - your mail point;
  - routine transport; and
  - emergency transport or extraction instructions.

**RIGHT:** If you cannot reach a necessity because a record is wrong, an office is closed, a supervisor refuses to assist, or DAM-Link has failed, report the blockage through the arrival or independent channel. Do not disappear quietly and let the record show that your needs were met.

**DUTY:** Tell us when a dependant, injury, disability, medication requirement, language barrier, or other condition changes what safe housing, work, movement, or evacuation requires. We cannot plan around information nobody has.

=== 7. Check the local rules before carrying old habits into a new place ===

**ACTION:** Read the immediate rules governing:

  - weapons and ammunition;
  - curfew or restricted movement;
  - borders, customs, and controlled goods;
  - vehicles and public roads;
  - photography, communications, and restricted sites;
  - public conduct; and
  - workplace or service safety.

**LOCAL RULE:** DAM maintains a rights floor, including lawful self-defence and eventual safe access to arms, but the method of licensing, training, carrying, storing, and using arms varies. A weapon lawful in yesterday's posting may require storage or documentation in today's.

**SERVICE INSERT:** Your service weapon and your personal weapon are not automatically governed by the same permission. Follow your current unit and local orders for both.

=== 8. Prepare for the first interruption ===

You do not need to spend your first night expecting a war. You do need to be ready for the alarm, fire, storm, medical call, damaged ship, failed power system, or bad order that arrives before you have memorized the place.

**ACTION:** Record:

  - the local emergency signal and verification channel;
  - your primary and alternate muster points;
  - the name of the person or group you must account for;
  - the shelter or evacuation route appropriate to your location; and
  - the transport method used if you cannot move yourself.

**ACTION:** Keep an accessible document and movement kit suitable for the local supplement. At minimum, keep required identification, prescribed medicine, essential personal records and contacts, and practical clothing where you can reach them. Add environment-specific items from the current supplement.

**WARNING:** Your cabin, room, desk, or vehicle is not an emergency plan. Know where you go after you leave it.

=== 9. Verify before you act ===

New arrivals are easy to frighten because every sound and instruction is unfamiliar. Hostile people, frightened neighbours, and ordinary fools all exploit that.

**CHECK:** Before acting on an alert, confirm it through DAM-Link, the official radio channel, a posted notice, your chain, or another method named in the local supplement.

**ACTION:** If immediate danger is visible, protect life and move according to the safest known procedure. If the danger is not immediate, stop long enough to establish where you are, what is known, who is responsible, and what the verified instruction actually says.

**WARNING:** Do not self-deploy toward gunfire, a crowd, a border, or a damaged facility merely because somebody said help was needed. Armed service, emergency staff, and civilians have different responsibilities. Good intentions do not give you a command, a target, or the full situation.

=== 10. Finish the first day before beginning the second ===

Use the First-Day Checklist at the end of this chapter. Any blank that affects your identity, housing, medicine, authority, emergency movement, or ability to report is unfinished first-day business.

If you cannot fill a blank because the information does not exist, two things are true: you still need an interim instruction, and DAM needs to know that the system has a hole in it. Ask. Record the answer. Report the missing procedure through the normal or independent channel.

We are large enough that you will not understand all of us today. You do not need to. Know who you are, know where you stand, know who can give you a lawful order, know where to get help, and know how to speak when the ordinary chain will not listen.

That is enough for the first day.

  - Assuming a DAM workplace makes the surrounding territory a Contract Zone.
  - Treating a Passport as permission to ignore local law.
  - Assuming residence, employment, citizenship, and armed service are the same status.
  - Keeping the right document with an old name, address, posting, or dependant record.
  - Learning the supervisor's name but no independent reporting route.
  - Knowing the alarm but not the muster point.
  - Carrying a weapon according to the last posting's rules.
  - Depending entirely on DAM-Link without knowing the physical or radio fallback.
  - Giving family only a temporary posting and no stable HQ Fleet address.
  - Acting on a plausible rumour before checking an official source.

  - Whether the stable assigned-HQ-Fleet mail anchor should formally be called a **Fleet of Record**.
  - Whether the working subtitle remains on the cover or survives only as an internal description of the manual's purpose.

Neither choice changes the procedures in the pilot.
